What is the Local Welfare Assistance scheme?

Extended Local Welfare Assistance in Response to Covid-19.

We recognise that as a result of Covid-19 there will be more people in financial hardship. This may be due to changes in employment, claiming UC for the first time, and other circumstances beyond their control. The Local Welfare Assistance Scheme is here to help.

If you are experiencing financial hardship as a direct result of Covid-19 please selected the Covid-19 option below.

If you are experiencing financial hardship that is not the result of Covid-19 please read the information below and select the appropraite option.

The LWA replaces the Crisis Loan and Community Care Grant elements of the DWP Social Fund. It’s a discretionary scheme for people with no alternative support or assistance available to meet their need.

The DWP will still be administrating the Social Fund statutory payments, which are:

  • Surestart Maternity Grants
  • Funeral Payments
  • Cold Weather Payments
  • Winter Fuel payments
  • Budgeting Loans
  • Alignment Payments

The Barnsley Local Welfare Assistance scheme has been designed to help by providing:

  • Grants for people leaving an institution (hospital, care home, hostel, prison etc) who are setting up a new home or families in need of support to ease exceptional pressures on their household
  • Emergency assistance for those who have suffered an unforeseen emergency that presents significant and immediate risks to their health and safety
  • Providing food in partnership with a local foodbank

To be considered by the scheme you must be:

  • A Barnsley resident, aged 16 or over, and not in Full Time Education
  • A Tenant, Joint Tenant or Owner Occupier of the address where you live, and
  • Have Recourse to Public Funds, and
  • Be entitled to one of the following income related benefits:
    • Universal Credit
    • Job Seekers Allowance
    • Employment Support Allowance
    • Income Support
    • Pension Credit
    • or have a household income of less than £16,400 a year

The information you provide when applying for a Grant or Assistance under the Local Welfare Assistance scheme will be validated against other records in the council, DWP and South Yorkshire Credit Union.
